When it comes to road safety, Egypt lacks, and is in dire need for, the following:
1- Scientific safety-driven laws and standards to regulate the three main factors of road safety; the roads, the car and the drivers. Strong modern standards for the roads and the cars, and a scientific modern traffic law.
2- Proper, safety-based enforcement of those laws and standards. No road should begin operation before going through a complete standards check, no car should be allowed in the country if it doesn't meet the standards and traffic law should be enforced on everyone.
3- Awareness campaigns to educate respective parties of those laws.
These steps need to be done in this order. There is no point to make people aware of outdated weak traffic laws that should be changed before changing them.
And finally, Egypt needs an independent and empowered "Lead Agency" to plan and execute these steps.
